DOB Requirement Too Expensive to Ignore

Local Law 152 is a compliance regulation in NYC requiring the periodic inspection of gas piping systems. If you own a specific type of property in NYC, you’re responsible for scheduling inspections at least every four years. No one likes dealing with compliance, but this one’s unavoidable.

 

Many multi-property NYC buildings have to comply with this law, but there are exceptions. The due date for a building's inspection is based on the Community District in which your building is located.

Who Does Local Law 152 Apply To?

All NYC buildings with the exception of one and two family homes are required to undergo a gas piping LL152 inspection by a NYC Licensed Master Plumber or a Registered Journeyman Plumber working under an LMP's direct supervision.

Exemptions & Special Filing Rules

Occupancy Group R-3 Exemptions: Detached or semi-detached one- and two-family homes classified in Occupancy Group R-3 do not need to complete or file an inspection.


Buildings with NO Gas Piping System: If your building has completely zero gas infrastructure, you must submit a Certification of No Gas Piping. Under the latest rules, true "no piping" certifications only need to be filed once and do not need to be refiled every cycle.


Buildings with Gas Pipes but NO Active Gas Service: If your property has gas infrastructure but the meters or services are deactivated, you are not exempt.You must submit an official utility company certification statement to the DOB, and this documentation must be refiled every 4-year cycle.

  • Who Needs Local Law 152 Inspections?

    Periodic gas inspections are required for all NYC buildings, with the only exception being properties classified in the R-3 occupancy group (single-family homes, detached two-family homes, or small group homes with fewer than 20 residents). If your building is a multi-family co-op, condo, apartment building, commercial property, or mixed-use space, you must comply.

  • When is my building inspection due?

    Your specific Local Law 152 inspection deadline is determined by your building's borough and Community District. The NYC Department of Buildings operates on a strict, repeating 4-year cycle.


    If you aren't sure which district your property falls under, type your address into the NYC Planning "ZoLa" map tool or the DOB Building Information System (BIS). Once you have your district number, find your deadline below:

  • How often is Local Law 152 due?

    Local Law 152 inspections must be completed and filed once every 4 years according to the cycle schedule set by the NYC Department of Buildings. Once your district’s filing year closes, your 4-year clock resets until your district comes up again in the next cycle.

  • What buildings are exempt from Local Law 152?

    Only properties classified as Occupancy Group R-3 (single-family homes and semi-detached/detached two-family homes) are fully exempt from the law. 


    Buildings without gas piping or buildings with gas piping but no active gas service must still file specialized exemption paperwork with the DOB to protect themselves from fines.

  • What are the penalties for noncompliance?

    Failing to file your Local Law 152 Gas Piping Certification by your district's December 31st deadline results in major civil penalties issued by the NYC Department of Buildings. The fine structure is based on your property classification:


    $5,000 fine for commercial, mixed-use, and standard multi-family apartment buildings.


    $1,500 fine for 3-family residential buildings.

  • Filing For A Local Law 152 Due Date Extension

    If you can’t get your gas piping system inspected by your district’s deadline, the NYC DOB allows a one-time, 180-day extension. You must request this extension through the online DOB NOW portal before your official due date expires. Keep in mind that you still must complete and file the inspection before this 180-day grace period ends to avoid penalties.

  • What if my building has gas piping but the gas service is turned off? (No Gas but Gas Piping)

    Under the latest DOB update (Follow-Up #7), filing a No Gas but Gas Piping (NGGP) status is no longer a one-and-done submission. If your building contains gas infrastructure but the service is currently deactivated, you must have your utility company provide a statement certifying that service is fully disconnected. This documentation must be refiled every 4-year inspection cycle. For example, if you filed an NGGP certification during the last cycle, you are required to refile it when your Community District’s window opens up again to remain compliant and avoid fines.

  • What if my building has absolutely NO gas piping system at all?

    If your building has completely zero gas infrastructure (such as a fully electric building with capped or removed lines), you are exempt from visual physical inspections. However, you must still document this with the city. You are required to have a Licensed Master Plumber, a Registered Design Professional, or your utility company submit a Certification of No Gas Piping electronically via the DOB NOW portal. According to the latest 2026 rules, this true "no piping" certification only needs to be submitted once and does not need to be refiled every cycle.

  • Utility already inspected my gas pipes. Why do I also need LL152 inspection?

    JTG Master Plumbing is not associated with Utility/ConEdison. 


    Utility company inspections (like ConEd or National Grid) and NYC Local Law 152 mandates are completely separate. The utility company generally checks their own service lines and meters for leaks. Local Law 152 is a mandatory NYC Department of Buildings law requiring an independent check of the building's internal, exposed gas piping. To stay compliant and avoid fines, you must complete both.

  • Is there a pressure test required for LL152 inspection?

    There is no pressure test required in the LL152 inspection.

  • Can we file my Local Law 152 paperwork before my due year?

    Unfortunately, we cannot submit your paperwork earlier than the year your property is due. If you have multiple properties, you may have multiple due dates, depending on where your properties are located. We will have to file your LL152 paperwork in accordance with the year each individual property is due.

  • If JTG Finds Defects, Will My Building’s Gas Be Shut Off?

    A defect found during the inspection doesn't mean you FAIL or that the DOB and utility need to be immediately called in. It doesn’t necessarily mean your building is going to have to shut off the gas supply to the building. The main concern is if there is an immediately hazardous condition, then notifying the DOB becomes important. Read more information here.

  • Can you help me file for a LL152 extension?

    It depends on your situation. If you are close to the due date, contact JTG to help file an extension. If you are already past your due date, you will need to file as soon as possible.

  • Who completes LL152 gas piping inspection?

    In order for your Local Law 152 inspection to be accepted by the NYC Department of Buildings (DOB), your gas piping inspection must be completed by a Licensed Master Plumber (LMP), or a qualified individual working under the direct and continuing supervision of a LMP. Inspections must be completed every 4 years.

  • Is JTG working with/for the NYC Department of Buildings (DOB)?

    JTG Master Plumbing is not affiliated with the NYC Department of Buildings (DOB). We simply perform Local Law 152 Inspections and file your paperwork in accordance with the DOB processes and requirements.

  • What Does A Local Law 152 Inspection Look Like?

    NYC Local Law 152 requires a visual inspection once every 4 years by a NYC Licensed Master Plumber of a building's exposed gas piping system from the point-of-entry up to, but not including, tenant spaces. They’re looking for gas leaks, corrosion, and illegal connections. The inspection entity also needs to walk the pipes and buildings with an approved gas detection device.



    Once the gas piping system has been inspected, within 60 days, any corrective actions that are found must be completed and reinspected, paperwork must be signed & sealed, and certification must be filed. In some cases, a 120 day extension can be filed to allow more time for corrective action.
