What is NYC Local Law 152?

Local Law 152 is a compliance regulation in NYC requiring the periodic inspection of gas piping systems. The law aims to prevent gas leaks and pipeline explosions that have proven fatal in New York’s recent history. 

 

The law has taken full effect beginning January 1, 2020 and inspections are required every 4-years. Many multi-property NYC buildings have to comply with this law, but there are exceptions. The due date for a building's inspection is based on the Community District in which your building is located.

Who Does Local Law 152 Apply To?

All NYC buildings with the exception of one and two family homes are required to undergo a gas piping LL152 inspection by a NYC Licensed Master Plumber. Buildings classified in Occupancy Group R-3 do not need to complete the inspection. Building Code Occupancy Group R-3 corresponds to the following DOF Classification Codes: A0, A1, A2, A3, A4, A5, A6, A7, A8, A9, B1, B2, B3, B9, M3, M4, N2.

What If I Don't Have Gas Piping?

Buildings that do not have gas piping must still submit a Gas Piping System Periodic Inspection Certification. The certificate must be signed and sealed by a registered design professional or Licensed Master Plumber (LMP). Please refer to the due dates for when the certificate needs to be submitted.


No-gas buildings must follow the same due date schedule above. Buildings must file their paperwork on time or the DOB will consider them out of compliance.

If JTG Finds Defects, Will My Building’s Gas Be Shut Off?

A defect found during the inspection doesn't mean you FAIL or that the DOB and utility need to be immediately called in. It doesn’t necessarily mean your building is going to have to shut off the gas supply to the building. The main concern is if there is an immediately hazardous condition, then notifying the DOB becomes important. Read more information here.



What Does A Local Law 152 Inspection Look Like?

NYC Local Law 152 requires a visual inspection once every 4 years by a NYC Licensed Master Plumber of a building's exposed gas piping system from the point-of-entry up to, but not including, tenant spaces. They’re looking for gas leaks, corrosion, and illegal connections. The inspection entity also needs to walk the pipes and buildings with an approved gas detection device.


Once the gas piping system has been inspected, within 60 days, any corrective actions that are found must be completed and reinspected, paperwork must be signed & sealed, and certification must be filed. In some cases, a 120 day extension can be filed to allow more time for corrective action.


Corrective actions must be corrected in compliance with NYC Construction Codes, this includes obtaining required work permits!


Filing For A Local Law 152 Due Date Extension

The DOB has amended NYC Local Law 152 to allow for a 180-day extension to submit your compliance paperwork.
